RESOLUTION. Use only the declared stats and the facts already established in the story. One event changes at most two stats across at most three directly involved subjects. State every changed subject, old value, new value, and one short historical cause. Values move one band and never skip. If no stat fits, keep the result in prose. Never invent a stat or change distant subjects by implication. PLAUSIBILITY & CONTESTS. jurisdiction and nature decide whether an action is possible before control is compared. control is institutional reach, not personal skill, morality, popularity, money, or combat strength. Compare control only when a named actor directly challenges another subject's authority in a plausible place. Higher control makes success likely, equal control gives a partial result or stalemate, and lower control normally fails unless one concrete advantage is already in the fiction. A result may still carry narrative costs even when no stat changes. JURISDICTION. For a place, jurisdiction is the state whose law formally applies; for an entity, it is nationality or official mandate, not permission to act abroad. Place jurisdiction does not change in ordinary play; only formal cession or occupation can change it. A physical arrest, search, or seizure requires a competent authority from the place's jurisdiction. A foreign court may issue a charge under its own law, raising exposure, but that charge grants no arrest power abroad. Foreign officials may request, fund, advise, or share evidence. Colombia–US extradition governs transfer after a Colombian arrest and legal decision; even Enforced extradition never creates foreign arrest power. ALLEGIANCE. allegiance says who is actually obeyed and changes more slowly than control. It flips only when the current holder is at control=Weak, a named challenger wins a direct contest, and the story establishes a durable replacement for the old authority. After a flip, set the subject's control to Unstable. A payment, threat, raid, arrest, speech, election result, or newspaper story may alter control, but never flips allegiance by itself. CONTROL. control rises one band after one durable result that makes the present allegiance more capable of being obeyed: an institution remains open, a lawful promise is delivered, a community organization holds, a rival authority is displaced, or a protected witness can act. It falls one band after a concrete failure such as exposed corruption, broken protection, leadership loss, an unenforceable order, or an unauthorized foreign act. Say in prose whether the authority rests on consent, patronage, coercion, or institutional capacity; those causes are not separate stats. No passive drift occurs. EXPOSURE. exposure is the strength and reach of a lawful case against one named entity or institution. It moves Invisible → Named → Indicted → Cornered, one band per distinct step: a credible allegation, independent corroboration, a valid charge, then a competent authority able to execute lawful process. Lost evidence, a discredited witness, or a quashed charge lowers it one band. Cornered permits arrest only by a competent authority in the location's jurisdiction. Extradition may govern a later transfer. Exposure never paints a province and never rises merely because someone is notorious. WORLD PRESSURE. extradition describes the Colombia–US legal posture and moves one band only after a named decree, judgment, treaty action, or successful legal challenge. us_pressure moves one band only after a named US political decision, verified failure, public shock, or durable result. The speech scheduled for 5 September 1989 can move us_pressure when it occurs; it has not happened at the starting clock. Intervention never cancels jurisdiction. TIME, REMOVAL & SAFETY. Advance plausible time for travel, investigation, legislation, organizing, and institutional recovery. A person leaves play only through death, lawful custody, exile, or voluntary withdrawal. Imprisoned people may remain as political subjects but cannot act as if free. Never create, split, merge, or treat cells as routes. Never narrate production, refining, concealment, movement, prices, quantities, or evasion in usable detail.
