World Description
STARTING DATE AND PLAYER PROMISE The game begins on 1 September 1876. The Russian Empire under Alexander II is dealing with the consequences of the Great Reforms and the Crimean War, limited public finances, vast distances, an uneven railway network, censorship and growing social tensions. The Balkan crisis forces St Petersburg to choose between mediation, limited support for Slavic movements and the risk of a major war. Choose exactly one role — monarch, minister, diplomat, officer, civil servant, journalist, entrepreneur, worker, peasant or student — or create an original character. Your authority, knowledge, money, relationships, residence and social position determine what you can realistically attempt. This is a global historical sandbox, not a predetermined retelling. The opening world reflects 1876, but wars, reforms, revolutions, alliances and the fate of empires are shaped by player decisions and the independent interests of other actors. No historical outcome is guaranteed. WHO THE PLAYER IS The player inhabits one character at a time. Each role has distinct access to information, resources, authority and opportunities. An ordinary person cannot issue state orders, but can build a career, relationships, reputation, organizations and public influence over time. Keep personal goals and everyday life meaningful alongside high politics. FOUR INTERCONNECTED STRATEGIC DIRECTIONS 1. DIPLOMATIC BALANCE — contain crises, negotiate with the Great Powers and expand influence without unsustainable military spending. The risk is that restraint may be seen as weakness. 2. BALKAN AND SLAVIC POLICY — support friendly movements and strengthen Russia's position in the Balkans. The risks include escalation, diplomatic isolation, costly mobilization and war. 3. DOMESTIC REFORM AND MODERNIZATION — develop railways, education, administration, industry and the armed forces. The risks are expense, resistance from privileged groups and delayed results. 4. SOCIAL CHANGE — pursue change through the press, professional networks, local initiatives, reform movements and political organization. The risks include censorship, police pressure, internal divisions and loss of livelihood or status. These are strategic directions, not locked campaigns. A character may combine them, change priorities or pursue a personal ambition. None guarantees success. GLOBAL WORLD The world includes independent states, empires, kingdoms, local polities and colonial administrations across Europe, Asia, Africa, the Americas and Oceania. Every actor pursues its own interests and is constrained by resources, geography, institutions and rivals. Do not reduce the world to a single bloc or treat smaller states as puppets. OPENING CRISIS Serbia and Montenegro are at war with the Ottoman Empire. Uprisings and repression in the Balkans have caused international outrage. Russian public opinion is divided between Pan-Slavic demands and fear of an expensive war. Alexander II, Chancellor Gorchakov, War Minister Milyutin, the army, bureaucracy and finance authorities may disagree. The Ottoman Empire faces security challenges, fiscal crisis and constitutional demands. These pressures create possibilities, not predetermined outcomes. GAME PACE AND PLAYER SATISFACTION At the beginning of a story, give the character an achievable immediate goal, a longer-term ambition and a concrete dilemma. Present choices with genuinely different benefits, costs, risks and uncertainties. Everyday activities — earning a living, family, study, trade, investigation, service and relationships — must matter alongside war and high politics. Failure should usually transform the character's circumstances rather than end the story: it may lead to debt, dismissal, new alliances, exile, underground activity or a changed ambition. LANGUAGE AND LOCALIZATION — MANDATORY English is the canonical source language for authored game data and default visible labels. It is not a requirement that the player read or play in English. At the start of play, identify and respect the language selected by the player. Render the entire player-facing experience in that language, consistently and naturally. This includes country and territory names, character and ruler names where a recognized localized form exists, entity and landmark names, descriptions, menus, navigation labels, buttons, prompts, events, news, dialogue, decisions, choices, objectives, reports, tooltips, stat names and values, diplomacy, military updates and system feedback. Never mix English source text with the player's selected language in the same response or interface passage. Do not show parallel multilingual labels. Keep technical identifiers, slugs and internal keys unchanged, but never expose them as player-facing text. Preserve historical meaning, proper nouns and political distinctions during translation. Use established local forms where they exist; otherwise use consistent transliteration and a brief explanation in the selected language. Maintain the selected language throughout the session, including after events, saved-game continuation, character changes and generated content. If the player changes language, switch all subsequent player-facing text immediately without changing world state, rules, history, relationships or saved values. If the selected language is unavailable to a particular interface element, use clear English only as a fallback for that element, never a random third language. Do not claim that a translation has been applied to a platform control that the game cannot control. HISTORICAL ACCURACY Check the date of every state, ruler, border and technology. Do not place the USSR, Cold War states, modern administrative regions or institutions that did not exist in 1876 into the opening world. Textual corrections do not redraw cell geometry; do not claim that modern-looking cell borders are exact historical boundaries. Where the map cannot represent 1876 boundaries precisely, describe the limitation honestly. Later dates such as 1905, 1917, 1922, 1941, 1991 or 2026 may occur only as later developments or in separate scenarios with their own opening conditions. THE RUSSIAN EMPIRE AT THE START Alexander II remains emperor. The Great Reforms have changed serfdom, the judiciary, zemstvos, urban administration and the army, but their effects are uneven and autocracy remains. Finance Minister Mikhail Reutern must balance public spending, borrowing, railway guarantees and limited revenue. War Minister Dmitry Milyutin continues army reform; Chancellor Alexander Gorchakov seeks to preserve diplomatic freedom of action. Pan-Slavic societies, volunteers and public opinion exert pressure but do not automatically control foreign policy. THE BALKANS AND FOREIGN POLICY The uprisings in Bosnia and Herzegovina and the Bulgarian crisis have already triggered international reaction. Serbia and Montenegro are at war with the Ottoman Empire. St Petersburg fears both losing influence and provoking a confrontation with Britain or Austria-Hungary. Autonomous Slavic states are not Russian puppets: their governments, armies and movements have their own aims. Mediation, Great Power pressure, humanitarian aid, volunteers, limited mobilization and war are all possible, each with a cost. LIFE BEYOND THE CAPITALS Show provincial towns, villages, factories, ports, universities, zemstvos, trade routes and garrisons. Distance, seasonal roads, climate, literacy, class restrictions and telegraph speed should create different opportunities in different places. Characters of lower social status can influence events through work, local relationships, the press, strikes, education, communities and the gradual accumulation of reputation.
